Community partnership-driven commercial space and housing for all.

Wellington partnered with Neighborhood Development Center (NDC) to bring mixed-use Frogtown Crossroads to the northwest corner of University Avenue and Dale Street in St. Paul. The building is home to NDC’s new headquarters and training center, retail incubator space for neighborhood entrepreneurs, and 40 apartments for families. These studio through three-bedroom units include 26 apartments available between 30 and 60 percent of area median income, 10 project-based voucher apartments available at/below 30 percent of area median income, and four long-term homeless apartments with services provided by Simpson Housing. The property’s exterior features a revamped community garden with stormwater recapture and irrigation features, as well as artwork by renowned local artist Seitu Jones.
